Land Share in Korean Redevelopment: How Entitlement Value Is Actually Calculated
Korean redevelopment law does not distribute floor area in proportion to the land a member already owns. It converts each asset into a monetary value and then combines that value with the financial balance of the project as a whole. Practitioners call the result the entitlement value.
This design follows from the reality of an improvement zone. Land parcels and buildings within a single zone differ in area, shape, road frontage and structural condition, so a common monetary unit is required before they can be compared.

1. Why Land Share Alone Cannot Decide the Outcome
Land share, the proportion of the site attributed to an individual unit, can be read directly from the property register. It is easy to compare, but the statutory process requires a monetary amount rather than an area figure.
The Seoul Metropolitan Government's Cleanup improvement project portal describes a housing redevelopment project as proceeding through 11 stages: request for planning initiation, designation of the improvement zone, authorisation of the association, integrated deliberation, approval of the project implementation plan, application for parcelling-out, authorisation of the management and disposal plan, demolition and commencement of construction, approval of completion, final survey, and dissolution and liquidation.
Within this sequence, area is converted into value only after the project implementation plan has been approved. Figures circulating in the market before that point remain reference material.
2. Requirements and Structure of the Prior-Asset Appraisal
The Seocho-gu Multi-Family Housing and Reconstruction Information Portal, citing Article 74 (4) of the Act on the Improvement of Urban Areas and Residential Environments (the statute governing Korean redevelopment and reconstruction projects), states that the price of the existing land and buildings is set as the arithmetic mean of valuations by two or more appraisal corporations recommended by the head of the local government. The estimated value of the newly built assets is likewise the mean of two or more appraisals.
The base date for the valuation is the date of public notice of approval of the project implementation plan. The same source states that Article 76 requires the management and disposal plan to contain the addresses and names of those eligible for parcelling-out, the estimated value of the new assets, the schedule of the existing land and buildings, the price as at the date of public notice of the project implementation approval, and the estimated project cost.

Area and value therefore belong to different stages. Only the first row is fixed at the moment of purchase.
3. What the Seoul Data Shows
According to the project site search on the Cleanup improvement project portal, checked on 18 August 2026, the number of improvement project sites in Seoul by stage of the implementing body was 131 before a promoter body was formed, 209 at the promotion committee stage, 750 at the association stage and 59 in association liquidation, for a total of 1,149 sites.

The association stage accounts for 65.3 per cent of the total. The count is updated continuously, so the figures vary depending on when they are checked. The portal, however, publishes progress under 16 separate stages, from establishment of the improvement plan through to association liquidation, so the single label "association" does not by itself indicate how far a project has advanced.

4. The Core Mechanism of Entitlement Value and the Proportional Rate
The sequence used in practice has four steps. The prior-asset appraised value of the individual property is established, the proportional rate is derived from the financial balance of the whole project, the two are multiplied to give the entitlement value, and the contribution payment is the difference between the member's parcelling-out price and that amount.
One qualification is necessary. Whether this formula appears as a definitional provision in the statute could not be confirmed in the course of preparing this article. What is confirmed is the structure of Article 74, under which prices are set by appraisal, and the list of items that Article 76 requires the management and disposal plan to contain.
The proportional rate is outside the control of any individual member. If total project costs rise or sales revenue falls, that rate declines, and the entitlement value falls with it even when the appraised value is unchanged. A high appraised value alone does not establish that a member is better off.
5. How It Differs From a Land-Share-Only Judgement

The difference between the two lies in timing rather than in accuracy. Land share can be verified today but sits far from the final outcome, whereas the monetary measure is close to the outcome but is confirmed late.
6. Limitations of the Entitlement Value Structure
First, confirmation comes late. Any amount presented before the management and disposal plan is authorised is an estimate and changes as project costs and sales prices change.
Second, the detailed criteria for eligibility to receive a unit are set by municipal ordinance. The text of the relevant provision of the Seoul Metropolitan Government ordinance could not be verified in the course of preparing this article, so individual eligibility must be confirmed directly with the local government responsible for the zone.
Third, the appraisal procedure itself continues to change. The Seoul Metropolitan Government amended its detailed criteria for selecting appraisal corporations for improvement projects on 16 April 2026 and posted the amended criteria to the Cleanup portal's reference library on 18 August 2026.
7. Frequently Asked Questions
Q1. Does a larger land share necessarily produce a higher entitlement value?
That cannot be assumed. An appraisal reflects location, shape and road frontage in addition to area, so two properties of identical area may be valued differently.
Q2. What date is used for the prior-asset valuation?
The Seocho-gu portal states that the valuation is made as at the date of public notice of approval of the project implementation plan. This differs from the market price at the time of purchase.

Entitlement value is the result of converting area into money, and that calculation rests on two axes: the appraisal and the financial balance of the project. Land share is one input to the calculation.
The purpose of the design is to settle accounts between dissimilar assets on a single basis. The cost of that approach is that the outcome is confirmed late and that variables outside any individual member's control enter the calculation. Understanding the structure makes it possible to separate the confirmed parts of a sales pitch from the estimated parts.
